Kelly Flanagan is the S2 Institute’s primary “K” Firearms Instructor in Tampa, Florida. He also assists with carbine and other specialty classes, and is a certified Glock and Springfield XD Armorer. Mr. Flanagan holds several NRA certifications including NRA Police Handgun and Shotgun Instructor, NRA Civilian Pistol Instructor, as well as several others.
Mr. Flanagan is a retired U.S. Air Force Veteran of Operations Desert Storm, Southern Watch, and Operation Iraqi Freedom. Upon retiring from the Air Force, he was a Regional Support Specialist on a Department of Justice contract for the National Missing and Unidentified Persons System (NAMUS) where he trained hundreds of Law Enforcement and Forensics personnel on the database system. His contributions helped solve several John/Jane Doe cold cases and culminated in locating several missing persons.

He has been teaching the 28 hour “G” Statewide Firearms Course weekly from Friday to Sunday since May 2015. He also assists with carbine and other specialty classes. A National Rifle Association (NRA) Life Member, Kelly attained his NRA Police Handgun and Shotgun Instructor certifications in 2008, his “K” License in 2009, his NRA Civilian Pistol Instructor certification in 2011 and he holds several other NRA certifications.  He joined the S2 Staff in May 2015 after graduating from Saint Leo University with a Bachelor in Arts Degree in Criminal Justice with a specialization in Homeland Security.
Kelly retired from the U.S. Air Force in 2007 after 20 years of distinguished service in the Security Police career field. His job titles included: Police Shift Sergeant; NCOIC, Pass and Registration; Squad Leader, Investigator, Desk Sergeant, Patrolman, Corrections Officer, Fire Team Leader, Armorer, Firing Range Line Instructor and Heavy Weapons Team Leader and Gunner (Mk-19 Grenade Launcher and 81mm Mortar Teams).
His service included assignments in the Philippines, Korea, Hawaii, South Carolina, North Dakota, Delaware and here in the Tampa Bay area at MacDill Air Force Base. He is a Veteran of Operations Desert Storm, Southern Watch and Operation Iraqi Freedom where he performed duties as a Security Escort Team Leader, VIP Protection Team Leader, and as a U.S. Customs Enforcement Inspector. Â
Upon retiring from the Air Force, he returned to the Tampa Bay area and has worked in Loss Prevention, Court Security and as a Port Security Officer with the Tampa Port Authority.  His last position was a Regional Support Specialist on a Department of Justice contract for the National Missing and Unidentified Persons System (NAMUS) where he trained hundreds of Law Enforcement and Forensics personnel on the database system.  His contributions helped solve several John/Jane Doe cold cases and culminated in locating several missing persons and purging those cases from the system.
Kelly is a certified Glock and Springfield XD Armorer and would like to remind all S2 students that modified weapons are not permitted on the firing line or on duty.  Students wishing to qualify with their own firearms must have at least three (3) high capacity magazines (12 or more rounds) and it must be a Duty type weapon with a Police/Security retention type Duty Holster. Â
